In this question, where it says 'July 1999', does it really mean 'June 1999'?

Or is the solution wrong? Or is there another reason why the claims cost period is 17.5 months and not 18.5 months?

Yes, it looks like there's a mismatch between the question and the answer!
The solutions seem to be concerned with business written in June 99 (which would give 17½ months) whereas the question specifies July 99 business (which would give 18½ months)
